Are there any penalties for dropping to a lower tier in the Mangools Affiliate Program?

No, there are no penalties for dropping to a lower tier in the Mangools Affiliate Program. Your commission rate will simply adjust according to your new tier based on your average revenue generation over the past 3 months.
